The Coming Oil Supply Crunch (pdf) Chatham House (the Royal Institute of Economic Affairs)
This report argues that unless there is a collapse in oil demand within the next five to ten years, there will be a serious oil ‘supply crunch’ – not because of below-ground resource constraints but because of inadequate investment by international oil companies (IOCs) and national oil companies (NOCs). An oil supply crunch is where excess crude producing capacity falls to low levels and is followed by a crude ‘outage’ leading to a price spike. If this happens then the resulting price spike will carry serious policy implications with long-lasting effects on the global energy picture.

Heads in the Sand: Governments Ignore the Oil Supply Crunch and Threaten the Climate (pdf)
This report argues that governments have failed to acknowledge a looming oil supply crunch. Their collective failure means we have lost a decade in which action could have been taken. Recognition of the oil supply crunch would also have injected a sense of urgency and increased ambition into climate change negotiations.

It is a combination of a credit-fuelled financial crisis, accelerating climate change and soaring energy prices underpinned by an encroaching peak in oil production. These three overlapping events threaten to develop into a perfect storm, the like of which has not been seen since the Great Depression. To help prevent this from happening the authors are proposing a Green New Deal.
